A development practitioner and MEAL expert, with 10 years of experience with International Non-government Organizations on planning, designing and implementation of monitoring, evaluation, accountability and learning (MEAL) for development projects focusing on Education, Health, Agriculture Food security and social economic development. With capacity to employ and use MEAL results-based management approaches and methodologies including Theory of Change, Results Framework, Logical Framework Analysis, Outcome mapping and Most Significant Change story. Demonstrated technical leadership in advanced statistical methods application (Stata & SPSS), electronic data collection, cleaning, analysis, interpretation and promoting data use for adoptive management. Natural ability for forging and maintaining relationships with colleagues and partner organizations as well as building capacity within the organization and local partners on MEAL system designing and implementation. A senior officer conducting and supervising baseline assessments, special research studies and evaluation surveys to best measure and document program impact, efficiency, effectiveness, relevancy of strategic development approaches. Has extensive experience in designing and implementing researches, barrier analysis, assessments and special studies using quantitative, qualitative and participatory methodologies. In these survey projects involved in: developing the research design and protocol, data collection instruments and tools; training research teams; collecting using app (CommCare, ODK KOBO and Telerivet). Analyzing data using quantitative and qualitative software analyses packages as well as Google map and QGIS for data visualization. Capable of conducting Data Quality assessment using DQA tools and Monitoring and Evaluation (M&E) Systems Strengthening Tool to assess the data-collection and reporting systems for each program area, including the ability to report valid, accurate and high quality data related to implementation, identify gaps in M&E systems that relate to data collection and indicator reporting and provide recommendation to strengthen M&E more broadly.
